parole board hearing determined on October 31, 1997 that Timothy
Jack Leck (a.k.a., Jack Leck II) is not to be re-released.
He will, instead, be sent back to prison for having violated conditions
of his July 20, 1996 parole. He was not allowed to be in the company
of minors. August 8, 1997 Leck was picked up and taken into custody
for violating parole: He had been "keeping company"
with two brothers, ages 17 and 8. The Parole Board had received
the following communications for consideration in respect to its
hearing; identifying information has been omitted from the latter
communication:

Dear Ms. Partch,
I wish to address the parole board hearing via this fax with regards to the hearing set today on behalf of Timothy Jack Leck, also known as Jack Leck, II, as well as scores of other aliases.
While working with the Alaska Juvenile Crime Commission in the mid 1980s, as the chief investigator, I investigated Mr. Leck. Following Mr. Leck's arrest, I testified against him.
While Mr. Leck was still incarcerated for those crimes against children, I received telephone calls that he was planning on killing myself and members of my family. I was notified by the Alaska Prison system prior to Mr. Leck's return to society, that they had received word from more than one source that he was planning to abscond.
I know Mr. Leck to be the most evil, mentally disturbed, prolific con-artist, liar, incestuous, child pornographer, explosives and weapons expert, admitted Satanist, repetitive pedophile, and all around demented individuals I will ever come in contact with and/or ever investigate in my lifetime.
It is apparent that although incarceration is not a form of rehabilitation for pedophilia since there is no known cure for same, it is the best we have to offer as a form to protect our children.
I strongly request that Mr. Leck not be returned to society one moment sooner than is absolutely necessary. I am making this request for myself, my family, and for all children who Mr. Leck would make his next victims if and when he is returned to the street.
I am signing this request in my maiden name for safety reasons.

.... I know that Tim is jail in Anchorage, Alaska.
Tim is supposed to call me today.
He said he is going to a hearing today. Tim told me that he didn't know why he was arrested this last time. All that I've heard is that he violated his parole and that it has to do with children.
I know he was in prison for several years until last year. He told me he was in prison that time for check forgery and weapons.
I know that he has a history of molesting children and that he is a pedophile. I don't think that pedophiles can ever be changed.
Tim has told me while he was still in prison and when he got out this last time, that he wrote letters to convicted felons, one of which was in prison in Phoenix, Arizona. He told me that he had been in prison with that Phoenix man, who is his friend, and that the man's business is also on computer. Tim told me that he ordered America Online and CompuServe so it was ready for him as soon as he got out of prison the last time. He told me that he was going to do everything through his computer, including paying his bills. Tim told me the first thing he did after getting out of prison last year was get his own computer line with a voice line. He talked about sending messages in cryptic on the Internet and that if I had a computer, he could give me the password, and only someone with his password could open it up....
Tim said the last 1 1/2 years he was in prison, they put him on the computers so he could learn a marketable skill for when he got out.
Tim talked a lot about his knowledge of how to send photos over the Internet. He talked about being on the computer and that he was going to go completely with his computer for correspondence, paying bills, and for his business....
Tim told me that when he gets out of jail this next time that he won't do what the parole board says. He told me that he will skip town and either go to Thailand or someplace else like Thailand.

After serving 12 years for sex crimes against children and for federal firearms violations, Jack Leck II is scheduled for mandatory release on July 20, 1996 from Spring Creek Correctional Center, Anchorage, Alaska. He is awaiting release at Cook Inlet Jail, also called Cook Inlet Pretrial.
Leck had a 10-year sentence; 5 years had been suspended from a 15-year sentence; additional time (2 years total) was attached when problems arose between Leck and other inmates.
Probation personnel have advised Leck's victims that it is believed "he may abscond parole supervision."
Leck is a career criminal, with arrests and convictions spanning over two decades. His record of offenses from 1971 through 1984 -- the year of his most recent incarceration -- reflect that travel and geography are not barriers for aggressing. Leck visited crime upon: Seattle, WA; Shelton, WA; King County, WA; Ft. Lauderdale, FL; Rapid City, SD; Pennington County, South Rapid City, SD; Dallas, TX; Richardson, TX; Salt Lake City, UT; Fairbanks, AK... et cetera.
Leck's words to a victim/survivor: "First I stab; then I slash; then I stash; then I split."
His plan to kill her was thwarted when she grabbed the knife he was wielding and broke his concentration; she'd commented about the mother-of-pearl handle. "I'll never forget those words," she says, "or the look in his eyes."
His body is a tapestry of tattoos: 666 on his left arm; a heart with a dash and the name Penny on his upper left arm; a flag of Alaska on his upper right arm; a dragon to cover up a swastika on his right forearm; a sign for two males on his chest.
April 4, 1984, Leck admitted to police his involvement in satanism, witchcraft, demonology, voodoo, and the KKK.

driving his 1952 Dodge military ambulance, camouflaged with zebra-like
stripes, when he was picked up.
He claimed to use the weaponry, which authorities considered a "virtual arsenal," for recreation. He said he "fantasized about being a mercenary." Yet he bragged to others that he received his mercenary training while working for the Coca Cola bottling company in the Virgin Islands in the early 1970s.
Police, equipped with a search warrant, discovered child porn in photo albums in Leck's residence. He alleged that the children had asked him to take the photos, and he was merely keeping them until the children returned to pick up the pictures, which he had sent out to the state of Washington for Kodak processing and which helped authorities pay him a much needed visit.
Leck, a previously convicted felon carrying a gun, was employed as an armed guard with Barnes Security, Inc., at the time of his arrest in Alaska; he had worked as a security guard for three different firms, despite his criminal history/record. He has also driven an armored car and monitored alarm systems.
He was declared a "danger to the youngsters" when he sought release on his own recognizance following arrest, and was denied release.

Leck alleged that authorities at Cook Inlet Pretrial, from where he'll soon be released, had denied him his freedom of religion, in the past, by refusing to give him a book of matches so he could light his candles to pray to satan. They told him, too bad, he wasn't getting the matches.
In 1984, he was charged with 14 federal firearms violations (a convicted criminal in possession of firearms) and with 8 sex crime charges -- 7 felony counts and 1 misdemeanor for acts against children 11 to 15 years of age in Fairbanks, AK, 1981 through 1982.
It was reported, in 1984, that Leck faced a possibility of 66 years in prison for the weapons charges, and 46 years for the sex crimes. He's served 12, and would have been released two years ago had authorities not tacked on the additional two years for problems he encountered -- repeated trouble he was getting into in prison. Leck had conflicts with his fellow felons.
Leck, born December 6, 1951, stands 6'4" and, as of June 17, 1996, weighs 165 pounds. He has brown hair and blue eyes.
When he was six-years-old, according to a source, he cut off hamsters legs, fried them and ate them. He was also physically and sexually assaulting other children (when he was age six).
He's not received "treatment." He has, in fact, had several chances to seek mental health counseling, to experience attitudinal and behavioral adjustments, to cease violating others... his decision to act criminally seems to be his lifestyle.
Leck's crimes range from credit card theft, fraud, property fraud, carrying a club, failure to appear, unlawful use of a weapon, driving with a suspended license, traffic violations, bestiality (Pennington County, South Rapid City, SD) defrauding an inn keeper, forgery, unlawful possession of firearms, child porn and sex crimes against children, and on and on and on....
When he was picked up by authorities in 1984, he had a notary seal for the Fourth Judicial District, and a notary seal for the State of Texas, plus a forged birth certificate for Jack Killingsworth. In addition, Leck had a wide assortment of individual, master and control keys to businesses, including a shopping mall and a college, and apartments as well.
Jack Leck II is scheduled for release 12 years to the date of when he began serving his current sentence: July 20, 1996.
Leck is a career criminal and an apparent "danger to the youngsters." He's a ticking time bomb whose criminal behavior has shown -- over the course of years -- to escalate. Beware of the beast set for prison release.
After the preceding article had been published, I received phone calls from self-described child "protection" workers who are opposed to the notification type of articles, like the one written on Leck for the CPAC.
It wasn't as if I had been in a whimsical mood when I learned of his crimes, of his scheduled release, and of the belief that probation personnel in Alaska had shared with his victims: "he may abscond parole supervision." Travel isn't a foreign idea to him. He's used to it; he had committed crimes in several states before he found himself incarcerated in Alaska in 1984.
Had Leck actually served out the duration of his previous sentences he was handed, well, it appears some of his subsequent criminal activity definitely could have been prevented rather effectively. I've a long list of his crimes sitting in front of me. How a criminal sentenced 10 years in 1971 was back on the streets charged with committing additional crimes in 1972, 1974, 1975, 1976, 1977, 1979, 1980... well, it clearly shows me that he was released prematurely from his 10-year sentence that had been pronounced in 1971.
I've heard all the cry-me-a-river-liberal opposition to notifying the public about the release of dangerous felons. And not a single ounce of it sits well with me; it never has, not even when I've been interviewed by mainstream media. Everyone asks, "What do you say to those who think privacy is being invaded? How do you respond?" I say, others feel sympathetic toward predators who violated the public's trust and other human beings, let them befriend the felons. I won't. I don't care whether others may think they've "paid their debt to society" and they "deserve a second chance." Their victims (survivors) have to live with the impact of the acts committed against them, and, what, we should give repeat offenders a "second chance" to... violate again and again. The let's all wait-and-see attitude and approach may work well for others, yet society and children haven't fared well.
The decision to write of Leck's record and release was a thoughtful one; I acted after I received input from a First Amendment/media attorney, who wrote: "If what you say about Mr. Leck is true (or half of it is), I'd be very surprised if he caused you any legal problems. I can't imagine a lawyer who would take his case, and I don't see him getting very far in court if he did. I suppose a theory could be concocted that he was trying to fit into society and his privacy was violated by the report of long-ago crimes, but his upcoming release makes his past record newsworthy...."
Leck's life remains "newsworthy" (four months following his release in July 1996); he's not abided by all the conditions (37 enumerated) of his parole.
I think, anyone who is opposed to notification type articles, such as the one I did on Leck for the CPAC, elicits serious questions regarding that person and any child service or protection organization with which they're affiliated. I have even more serious questions about why so-called child protection advocates, who asked for the names of recipients of the "Beware of the Beast" piece, and who objected to the notification of the newsworthy information about Leck's release, are being state-funded.
Most of the time children, as well as adults, become victims because they're left in the dark regarding perpetrators. I pulled back the drapery of the secrecy and exposed this worst offender to the sunlight and lo and behold, snaking up behind, in the shadows, came alleged child protection proponents attempting to pull the drapery out of my hands to cover Jack Leck II, once again, in his shroud of darkness.
Perhaps others defining themselves as child protection advocates may not find "person-specific" publications as objectionable now that President Clinton has signed an order that "builds on legislation already enacted that requires released sex offenders to register with their state governments and requires the states to notify communities when an offender moves into the neighborhood" (Saturday, August 24, 1996, Sacramento Bee, p. A14).
Not one Attorney General, prosecutor, police officer, investigator, rape crisis center, mayor, governor, or even the President of the United States lodged a personal complaint with me after receiving information about the release of Jack Leck II. How ironic that I would hear from so-called child protection proponents, who've taken a stance that raises serious questions -- and doubts about their "calling."
The CPAC is funded by Coalition members and supported by volunteer efforts, and does not seek grants/donations that non-profit entities may need to help children.
